AMD Engineering LLC — Woman-Owned Small Business specializing in transportation engineering and traffic design throughout Virginia, Maryland, and Washington, DC.
Professional engineer with more than 15 years of experience in transportation and water resources engineering for private, local, state and federal clients throughout Virginia, Maryland and Washington, DC, licensed in all three. Megan founded AMD Engineering in 2019 and leads the firm as owner and President. Her traffic engineering work covers highway and facility lighting analysis, QA/QC of signing, pavement marking and lighting plans, and traffic control plans.
Her recent work centers on Virginia's largest design-build and P3 projects. She is the QA/QC reviewer for signing, pavement marking and lighting on the $361.6 million I-81 Widening CIP (Exits 143 to 150) and led the lighting analysis for the North and South Portal Islands on the Hampton Roads Bridge-Tunnel Expansion. On the I-66 Outside the Beltway P3, she led the AGi32 analysis that redesigned nine miles of highway lighting as partial interchange lighting. AMD was the first of three firms on the 22.5-mile corridor to submit plans under VDOT's IIM-TE-390 criteria. Earlier on I-66, while at a previous firm, she managed stormwater design for the Gainesville and Manassas park-and-ride lots and delivered the first approved early works plans for Segment 1.
Megan also brings extensive experience in stormwater management, floodplain studies and hydraulic modeling. At previous firms she led a team that produced more than 200 construction, permit and entitlement documents for stormwater facilities and floodplain studies. Her work includes stormwater programs for the Capital One Headquarters campus in Tysons, which won several Fairfax County awards, the Leegate development in Leesburg, and the Arlington County Parks and Public Schools IDIQs. She continues floodplain and land development work in Loudoun County and holds the Virginia DEQ SWM Plan Reviewer certification.
Megan was appointed by the Board of Supervisors to the Loudoun County Public Review Committee, which helps the public and the development community shape the policies and standards that govern development in the county. She advises on design and construction standards, reviews and comments on proposed ordinance revisions, and hears appeals of decisions and interpretations made by the County's Director of Building and Development.
David Newberger, PE, PTOE, is Senior Vice President of AMD Engineering with more than 20 years of traffic engineering experience on design-build, P3 and megaproject teams across Virginia, Maryland and Washington, DC. His expertise covers lighting, signing and pavement marking, traffic signals, ITS and CCTV, tolling electrical design and maintenance of traffic.
His recent design-build and P3 work includes lighting for the HRBT Expansion portal islands, signing and pavement marking and partial interchange lighting for the $361.6 million I-81 Widening CIP, and partial interchange lighting and construction-phase services on the I-66 Outside the Beltway Express Lanes. He has also served as principal-in-charge for traffic signal and MOT design on the CBBT Parallel Thimble Shoal Tunnel and as electrical engineer of record for the I-64 Express Lanes toll system.
David led the first-of-its-kind I-66 Lighting Safety Study, which set partial interchange lighting limits under VDOT IIM-TE-390. He currently serves as traffic engineering subject matter expert for VDOT's NOVA MegaProjects Office and leads ITS and CCTV task orders on the VDOT Richmond District On-Call.
Beyond VDOT, David has delivered traffic design for DDOT, MDOT SHA, Montgomery County, Arlington County, Fairfax County and the City of Alexandria, as well as private developers. He helped develop an earlier version of Arlington County's Traffic Signal and Streetlight Specifications Manual. He also reviews and seals signal, MOT and signing plans as design engineer of record for jurisdictions throughout Northern Virginia and Maryland. He manages scopes, fee proposals, staff and client relationships across all of his work.
Earlier in his career, he was traffic engineering and ITS design lead for VDOT on the $1.4 billion I-495 Express Lanes and the I-95/I-395 Express Lanes. He also led traffic design on Capitol Crossing over I-395 and the I-581/Valley View diverging diamond interchange.
Hanna Popescu
Transportation Designer & CAD Technician
Hanna is a transportation designer and CAD technician with more than 10 years of drafting and design experience, including more than six years producing traffic, transportation and civil site plans for public agencies and private clients throughout Virginia, Maryland and Washington, DC. Her work covers signing and pavement marking, overhead guide sign panel design, traffic signal and RRFB plans, maintenance of traffic and transportation management plans, and grading and erosion and sediment control plans.
At AMD Engineering, Hanna was a primary designer of the signing plans for the $361.6 million I-81 Widening CIP, and she supports traffic signal, signing and RRFB task orders on the VDOT Richmond District On-Call. At her previous firm, she spent almost five years preparing traffic signal, signing, MOT and site plans and taking them through VDOT, MDOT SHA and DDOT review. She works in AutoCAD, MicroStation, OpenRoads Designer, GuideSign, AutoTURN and ArcGIS, and holds the Virginia Advanced Work Zone Traffic Control certification.
